Highland Manor

 

The Project

Highland Manor Apartments is the acquisition, consolidation, and rehabilitation of two separate projects located in Havre, MT. Built in the early to mid 1980's with USDA RD 515 loan financing, these 32 family apartments will benefit from significant capital investment in new fixtures and furnishings, MEP systems, ADA improvements, energy efficiency upgrades, and more.

Developer/Client: Echo Enterprises, LLC

 

Funding Sources Included

4% LIHTC equity and tax-exempt private placement bond, USDA RD 515 loan, ARPA SLFRF Section 602 Gap Financing, a Montana Board of Housing Coal Trust Multifamily Homes program loan, National Housing Trust fund loan, and NeighborWorks Montana permanent financing.

 

Spruce Grove

 

The Project

Spruce Grove Apartments is the acquisition, consolidation, and rehabilitation of three separate projects located in Laurel, MT and Joliet, MT. Built in the early to mid 1980's with USDA RD 515 loan financing, these 62 senior apartments spread among twelve single-story garden-style apartments benefited from gut demolition and reconstruction with all new fixtures and furnishings, heating and cooling systems, ADA improvements, energy efficiency upgrades, electrical upgrades, and more.

Funding Sources Included

USDA RD 515 loan, ARPA SLFRF Section 602 Gap Financing, a Montana Board of Housing Coal Trust Multifamily Homes program loan, NeighborWorks Montana construction and permanent financing, 4% LIHTC equity and the first short-term tax-exempt cash-collateralized public bond offering (the first structure of this kind done in Montana).

 

Laurel Depot

 

The Project

Laurel Depot, located in Laurel, MT will offer 24 affordable apartments within walking distance of downtown. This family housing development will have 10 one-bedroom, 10two bedroom, and 4 three-bedroom garden style apartments, a manager's office and a community gathering space.

The Manor

 

The Project

The Manor’s 60 apartments have served Hamilton’s senior community with 42 one-bedroom and 18 two-bedroom apartments since it was built in 1977. This 46-year-old property will benefit from significant capital investments addressing deferred maintenance issues and necessary upgrades to comply with current codes such as fire suppression, ADA requirements, health and safety, energy efficiency, and other improvements that will improve resident’s quality of life.

Funding Sources Included

4% LIHTC equity and a tax-exempt private placement bond, HOME Investment Partnerships program loan, National Housing Trust Fund program loan, a Community Development Block Grant loan from the City of Hamilton, a General Partner loan, Brownfields funds, and private financing.

 

Twin Creek

 

The Project

Twin Creek Apartments will be a 72 unit project in Helena, Montana. The project contains 1, 2, and 3 bedroom apartments for families earning 0-70% AMI and 100% of the homes are affordable.

Funding Sources Included

9% & 4% LIHTC equity, a tax-exempt private placement bond, Coal Trust Multifamily Homes Program Loan, National Housing Trust Funds, Helena Affordable Housing Trust Funds, and funds from the Montana Healthcare Foundation.

 

Mitchell Court

 

The Project

Mitchell Court will be a new family housing development consisting of 32 rental homes Billings' residents can afford targeting tenants at 50% and 60% of AMI, with 14 one-bedroom, 14 two-bedroom, and 4 three-bedroom homes.

9% LIHTC equity, state HOME Investment Partnerships program loans (one from the state and one from the City of Billings), Tax Increment Financing from the City of Billings, and private financing.

 

Jackson Court - 2024

 

The Project

Jackson Court Apartments in Billings, MT offers 38 new affordable apartments very close to downtown Billings. These family apartments (20 one-bedroom, 12 two-bedroom, and 6 three-bedroom apartments) are divided among seven single-story garden-style buildings, and amenities include an on-site management office, indoor and outdoor community gathering spaces, a playground, and a dog park.

9% LIHTC equity, state HOME Investment Partnerships program loan, ARPA SLFRF Section 602 Gap Financing, a NeighborWorks Montana loan, Tax Increment Financing from the City of Billings, and private financing.

 

Fire Tower Apartments - 2022

 

The Project

Fire Tower Apartments was the acquisition and extensive rehabilitation of a 1970's apartment complex in downtown Helena, MT offering 44 affordable family and senior apartments. Improvements include hazardous materials abatement, completely new apartment interiors, energy efficiency upgrades, electrical and mechanical upgrades, building exterior and envelope improvements, improvements to public spaces, ADA access, and community presence.

9% LIHTC equity, National Housing Trust Fund loan, Montana Board of Housing Coal Trust Multifamily Homes program loan, and private financing.

 

Burnt Fork Place - 2021

 

The Project

Burnt Fork Place, located in Stevensville, MT, offers 16 apartments; 12 two bedroom two bath homes in three two story fourplexes and 4 three bedroom 2 bathroom homes in two single level duplexes. Each individual home includes all standard appliances as well as a private patio, outdoor play space and covered parking. Ground floor homes feature universal design principals such as zero step entry, open kitchen/bathroom for those who are mobility challenged and durable flooring and wall coverings for longevity. HRC partnered with Supporters of Abuse Free Environments (SAFE) and Summit Independent Living to offer this housing to survivors of domestic violence and households with disabilities.

Funding Sources Included

9% Low Income Housing Tax Credit Equity, an Affordable Housing Program grant from the Federal Home Loan Bank of Des Moines, and permanent financing.

 

Red Alder Residences - 2021

 

The Project

The Red Alder Residences infill development offers 85 new family apartments (42 one-bedroom, 31 two-bedroom, and 12 three-bedroom apartments). Red Alder has the feel of a single-family housing development with a mix of 25 total one-story duplexes, triplexes, and fourplexes and a community center building with a full community kitchen, a playground, and community gardens. Funding Sources Included

9% & 4% LIHTC equity (the first twinned 9%/4% deal in Montana), tax-exempt private placement bond, MT DEQ Brownfields grant and loan, state HOME Investment Partnerships program loan, National Housing Trust Fund program loan, RMDC CHDO Proceeds, a GP loan, City of Helena financing, and private loans.

 

Chapel Court - 2020

 

The Project

Known as Chapel Court Apartments, this new community will create 56 new affordable apartments for seniors to live independently on St. John’s campus in Billings, MT. This project is actually a combination of limited building demolition, rehabilitation of 8 units and common amenities including a barber shop, café, and more, all coupled with the new construction of 48 apartments in a 4-story tower. Developer/Client: Mountain Plains Equity Group and St. John’s United

 

Funding Sources Included

9% Low Income Housing Tax Credit Equity, National Housing Trust Fund (HTF) from the State of Montana, and private permanent financing. In addition to co-developing this project, Mountain Plains Equity Group ensured Chapel Court's success by providing tax credit equity, project administration, and construction management services.

 

Cottonwood Creek - 2020

 

The Project

Cottonwood Creek was the new construction of 21 affordable family apartments (10 one-bedroom, 9 two-bedroom, and two three-bedroom apartments) for households making up to 60% of Area Median Income in Deer Lodge, MT. This infill development offers energy efficient design and construction, adaptable and accessible apartments with zero-step entrances, and a much needed new affordable housing resource.

Roosevelt Villas - 2020

 

The Project

Roosevelt Villas is the acquisition and rehabilitation of two properties, each with an 8-unit apartment building located in Culbertson, MT and Wolf Point, MT. Both buildings were put into service in 1983 and suffer from deferred maintenance, inaccessibility and inefficient design, and construction that did not meet current building codes. Rehabilitation included energy efficiency improvements, addressing health and safety issues, upgrading the structures to meet current building codes, addressing accessibility and visitability deficiencies, and preserving much needed affordable housing far into the future.
